Isn't a placement just printing more shares? SI's don't buy on market- they have shares made out of thin air, at a certain price, and hand over some cash. They're certainly not buying these on market.

PIE is just another deal to SI's. If they do several of these deals each year, and get say, 30% profit on each one, that's a good living.
