The answer to your question is potential. The cores show potential. Peter McNeil has said so, so the uneducated can go and see what potential core looks like. No guarantees on grades but perhaps it shows his confidence that that part will be good.
Maybe this is the first of this kind of announcement so he's tying to educate everyone, educated and uneducated.
