They can bring in all the funny laws they like but it will not stop the dodgy landlords. In the same way that draconian speed laws will not stop the idiots from driving at ridiculous speeds
All that happens is that the good landlords, and there are more of them than bad, are penalized and the tenants suffer due to these ridiculous restrictions
This is like work choices, there must be intelligent discussion between the people who matter, not the radicals on both sides. There has to be a better way or we will finish up with less properties to rent and the bad landlords who don't give a dam about the laws will win
Tenants have to be trained to understand that they are responsible for caring for someone's valuable property an asset that represents that persons life savings.
If they don't do this they must be banned from renting from all but the government Landlords must understand that when they rent their property they are giving title of that property to the tenant and they must understand that it must be kept in the condition that they would expect if they lived there.
This balance can be achieved, but stupid laws and restrictions from ignorant, uncaring bureaucrats who rave on about the paradise that they are creating does not help but just hinders.
