Where has he said that, I am aware of him saying they cannot fund "projects" ie OPR and JHEP but have never seem them referred to individually. I think the costs of JHEP were something like $1.9b (correct me if I am wrong), therefore roughly $1b for MMX, can't see how that would be a problem if someone takes over OPR.
