from what i recall from converations with BMN, was that the namibians arent keen on issuing mining licences if for the sake, that it is simply then used as a golden carrot for the sake of selling the company or asset.
What the nab gov want to see, is real development in their country, not just a paper shuffle, that would see the asset aquired, and put on the back burner for years down the track, when the chinese or other decide its timely to develope.
