As our furry friend Meerkat said, its not just about the cash component but other terms such as board representation etc..

For all we know , cash component may have been agreed upon but other terms are still being negotiated upon.

...all speculation, I know, but to say low offer received at this stage is very premature .

Personally, I tend to think that the cash componenent has been accepted by the board, but they are negotiating other terms.
