I can comment on this.

They use I.P address tracking i.e if multiple users are created from the same internet connection, it is easy to prevent multiple accounts being set up.

If however a user creates an account from a different internet account, it should go through.

If the mods catch you though, you get swiftly banned for life!

I had some "teething" issues setting up on H.C when I had my blog. In fact I didn't even know H.C existed until after I started looking for ways to increase traffic to my site. When I started referring people to my blog from here, H.C didn't like it so I created a new account from a different address but was eventually found out.

H.C did allow me to remain (under only 1 entity) after much discussion and hard work but I can certainly vouch for them being pretty diligent here.

I don't know, there are many conspiracy theories we can all conjure up to explain why things are what they are but sometimes, just sometimes we have to accept if it looks like a fish, smells and tastes like a fish, it might actually just be a fish - haha!
