You are assuming too much.
Firstly you are assuming that the process is not competitive with black coal which Tata and Itochu obviously disagree with. Then you are assuming that the Victorian State which controls the resource does not want to develop it for revenue and jobs from investment.
You got your reasons for not holding, I got mine for holding.
