The way I see it, TIS were offered a deal in March and management rejected it as they felt it was selling themselves short. So, they discussed with the potential partners what they had to do to get a deal on their terms and have set about implementing that plan.
If they can't get a deal done after the conclusion of the latest round of trials I'm going to start seriously questioning what is going on.
