Guys I think you need to look at wider than usual reasons for the lack of completion on these deals -I suspect there is an appreciation of the potential of this technology at senior levels - explaining why the life support is continual despite no sales revenue. The problem lies in the concerns relating to proliferation IMO especially to "terrorist" states and groups and who gets have access i.e. former Communist states and existing Communist states.
This is just a guess but may explain why things get to certain stage and then hang in limbo i.e. PNG.
Tied into this is the outcome of successive dilution reducing the clout of the original stakeholders especially MOD to the position of spectators rather than actual players.
Also remember the big calls from the US DOD get announced AFTER SEPTEMBER usually sometime in late October and early November, though the recent gridlock at Congressional level makes such prediction doubly difficult.
Also note that the head of Aust Defense is a former foreign minister from a state with close association with China. Note that the new head of PM and Cabinet is ex Defense secretary. The DMO now has a new head who was formerly involved in PM and C. Ken Henry has now been brought into PM and C to run a section specifically focussed on China. Finally the reporting of defence now is focussing on the procurement issues rather than the troops underpants.
Hmmm I suspect that a lot of changes may occur fairly soon.
