He is not looking at it from last week/year etc.(longer)
There is possibly a changing of the gaurd in place and the the man in charge doesnt want to let go just yet so you manipulate the herd.

The yanks will use whatever power they have at there disposal to not let anyone else takeover and if that means lowering our standard o f living to acheive this then so be it.
