Take responsbility for your actions, your belongings and yourself.
In almost all cases the nanny-state type solution you favour, has never really worked anyway.
My guess is that your work-for-dole program doesnt bring you into much airline travel and so you dont really have any idea of the difficulty and expense of the practical implimentation of the foolishness you are demanding.
