The ALP is trying to entrench the unpopular, unmandated carbon tax legislation. It is trying to block future governments from undoing their legislation even if the people wish it.
The mechanism which is apparently intended to thwart the will of the people is to declare emmission permits as property. As property the Commonwealth must pay compensation if it is appropriated.
However socialists have long since found a way to appropriate property without compensating the owner. It is called regulatory taking.
Many farmers find their property has been taken from them by clearing bans making it worthless, owners of old homes can't redevelop because of heritage listing. This trick is called regulatory taking.
Those tempted to buy Carbon Credits should be on notice that these may be rendered worthless by trading restrictions, bureaucratic measures or a tax upon trading them. Regulatory Taking, a tool of the socialists, makes taking without compensation easy.
