Because applications of this nature are often complex and require carefull consideration ,by various other agencies they tend leave it in Limbo untill they are sure it is complete and in Order for proper examination.

Here, the next step is they advise you that you have entered a "complying Application".
Thats not to say its approved just that its now worthy of their full consideration.
As these Agencies often have politically imposed time limits on document turnaround , I suspect that they dont like to waste any of that time tidying up applications so they leave them in limbo untill they are confident they are complete.
