Sorry to hear that but the wording did not say the licence application was rejected. If it was LYC would've had to disclose it immediately to the market.
Also, just my opinion, but getting a licence and starting production by 31 Dec was always not realistic considering it's mid Nov. Hope LYC can convince me otherwise.
