So how was buying this unrefined metal from the miners going to work? It wasnt very well thought through idea.

You build a plant to refine it, I'm sure there are plenty of private companies that can cast the silver into bars - why not start one?

You seem to accept there isn't a shortage of unrefined metal (would that be accurate?). Last I checked the silver spot price is for the metal itself, not the refined form.

Sure silver is not aluminium or steel, in fact I'd argue silver is more resistant to refining constraints, because it doesn't need to urgently be used (to build something). So if anything, delays should be more flexible (not impact spot price) in the silver market. If you can't get your steel bars in time, there is a material cost in terms of project delays, so you might well bid the price up significantly to secure supply.

I have no concerns of the Perth mint going under, but if you actually read my post, you would understand that I stated that the Perthmint had NO silver bars available to purchase or even order when I originally posted and the silver price was around $30Aud. You see its not just the delays that are inconvenient, its the inability to purchase or even order that is more inconvenient

Ok that conflicts with information I read that they were accepting backorders, if they're not is this isolated to Perth Mint (a Perth Mint policy), or widespread to all mints? Why don't you follow up bronsuchecki's comment that 1000oz bars are readily available.

From what you're saying on bullion dealers, maybe you should become a bullion dealer with guaranteed delivery (I'm sure there is some insurance that can sort you out). Sounds like a great business opportunity.

I ask again, what is the problem with buying on paper and waiting for the physical to become available, then do a swap? Do you feel a crash in paper markets is imminent?
