He may not have found 1 buyer to take the whole thing but it's possible he could have found several interested parties interested in just a slice of the pie - which is where the IPO fits in.

It's also possible that he tried to only sell 75% of it(as opposed to 100%) and nobody was interested in that kind of arrangement.

At the very least, the FTSE is out of its Aug-Oct ditch so timing wise it's looking pretty good.
