    Whould this have been a bit clearer for you farmboy?

    I don't rule out the possibility of legislating a Carbon Pollution Reduction Scheme, a market-based mechanism, I rule out a carbon tax. Now you may ask yourself what is the difference between an ETS and a Carbon Tax and I will say to you:-

    A Carbon Tax is a tax every business and individual pays per unit of CO2 emitted at the prescribed rate per ton of CO2.

    An ETS is a flexible price and can reward people for cleaning the environment as well as providing compensation to most effected people etc etc.

    So while we rule out nbr 1 and we don't rule nbr 2, you could be pretty confident that nbr 2 will be implemented when we get the bipartisan support we had last time until Tony wrecked it.

    Please don't just comprehend the words you like in the above statement, they are all said for a particular reason. Unless of course you are too busy to bother.
