I disagree with your statement "Time has now clearly demonstrated that OEX management were not adequately prepared for the event of "lost drill bits".

The fish in question is in fact a bottom hole assembly (BHA) from a coiled tubing unit supplied and operated by a service company not Oilex.
Even if it were a drilling rig which had a drill string failure and left a BHA in the hole the rig is operated by a drilling company and their personnel not Oilex.

These things happen with wells, especially high tech wells with long horizontal sections in new fields - I cannot attribute this unfortunate occurrence to a failure by Oilex management.
