In my opinion, central banks have prevented more financial disasters than they have caused.
There is a case that argues that the 50% risk weighting applied to residential mortgages under the first Basel Accord may have caused the bubble in residential housing that in turn caused the GFC. While I understand the argument, I don't think that that obsolves the banks from the responsibility of making their own risk assessments.
