Australia has been reducing/removing tariffs since the Hawke/Keating years whilst much of the world has maintained their's.

Agreement to PLAYING on a "level" playing field [GATT (General Agreement on Tariffs and Trade)] through non-subsidised farming, manufacturing, etc is Australia PLAYING with itself.
