Be careful about how you interpret this... "over 12 months" isn't the same thing as "peak rainfall within 24 hours".
Without taking anything else into account an average like that can either mean light rainfall all year through, or completely dry except for sudden onsets of prolonged torrential rain.
The former aren't a problem... the latter are.
Without more context saying that over a full year it's dryer than Melbourne is meaningless.
