    Most companies that engage in buybacks have excess cash that they use in the buyback.

    I am against any buyback where a company needs ADDITIONAL cash to fund its operation. CDU needs a load of cash to build its mine. Spending $38 million on buybacks in the face of needing $200m for the mine is very risky play and not necessary.
