It sounds as if you do think that in the past few months the water has been evaporating from the ocean falling on land - only you think it's mostly been falling in cold places and forming snow and ice.
Thing is, the ice sheets are losing volume and the glaciers are melting and that is why the sea level is rising over the medium term. That and the fact it's getting warmer and water expands as it heats up.
But you really knew that, didn't you. We'll just put it down to forgetfulness.
