Potter said that the team was also impressed with the personnel working in the nation's oil industry, the new climate for investment and the process for determining the 2005 licensing round.

"All indications to me are that it has integrity and that it is a far more transparent process than has been seen hitherto. So I am very much encouraged by both sides," he said.

He disclosed that his company is taking on their Nigerian partner, Walter Smith Petroleum, to bid for the 2005 Licensing, because of its "credentials as sound and very willing partners in this new investment climate."
