the 10 years is the maximum penalty - how often is that imposed??? - hardley ever and I think the charge would be more along the lines of creating fear of a terrorist attack than spreading talcum powder.
Australian police were heavily involved in both the Bali bombings and the Australian embassy bombing just as it would appear the Indonesian cops will be involved in the investigation of this threat on their embassy. A bit different to comapring it with the arrest of a bunch of drug couriers where if the situation was in reverse the INdonesians would have very limited if any involvement.
