ATV have already been through a comprehensive process of trying to track down the owners so I expect they would pass all that information onto the Government and they wouldn't need to duplicate that process which should speed things up.
Politics is part of the process and the government will go into recess for the christmas break so if you had anything slightly controversial to release to the public an ideal time to make an announcement would be when parliament isn't sitting so the ministers wouldn't need to answer any tricky questions at the time and after xmas it would be old news.
