If so we will have to come up with some sort of a prize.

Don't know much about the sqirmish on the border, however if the President follows his past actions there will be 10,000 troops up there by now and anyone looking remotely suspicious will be taken prisoner. He can be very heavy handed in dealing with dissidents.
