This is the patent application titled "Use on Minicircle vectors for cardiac gene therapy"
Looks like Mark Kay et al have every intention of progressing this. Interesting that Zhi-Ying Chen, one of the co-inventors of the minicircle tech, and one of the co-authors, is now based in China.
From what I can tell, the minicircle technology is not just for RNAi, but for traditional gene therapy as well.
