It would be surprising to see a grant of any kind result in a price drop, as they would still have the option of loans available before resorting to a CR.
I do agree that a grant of $1m would be disappointing though, if the overall build cost is upwards of $20m, $1m doesn't make a lot of difference and in the scale of government expenditure, providing a token amount like that seems almost worthless.
