Hi DS I wouldn't be so doubtful, the only reason they would need to apply for this is if they have a "new" glue to use. what other "new" glue would they be using???? Mixngo is a "new" glue we know for a fact they have been testing.
That's possibly what the 1L of mixngo was used for......
Obviously This is something ADO is be keeping close to their chest.
Like you said mixngo may not be the "new" bidding agent used but it is a massive possibility when you look at all the info at hand.
Time will tell I guess.......
