I speak Bahasa Indonesia which is similar to Bahasa Malay. My interpretation is that they have started the baseline raditiation monitoring of the site and the Kuantan industrial estate for future references. The monitoring includes sampling of the air, water, and soil. I believe the graphs show those baseline levels along with the maximum allowances.

Given we are on the topic of translations, I was also thinking (and haven't researched any of this further so would love feedback from anyone who has been studying it) but with this whole "7 months" business could there be some confusion with the terminology or a loss in translation. Could it be that the 7 months relates to the full operating license, of which the pre-operating license is a component? It is my understanding that they will do an initial trial run for a few months after being given the pre-op license, tht will be monitored and assessed before being awarded the full-op license. So could it be that the 7 months is made up of two stages: 1. assessing and subsequent award of pre-op license, and 2. trial run that needs to be successful to get the full-op license? If so that would still see everything on track for full operations by the end of H1 2012.
