It's arrogant in the extreme to insist that immigrants assimilate into Australian society, let alone refugees. I'm absolutely certain that if I went to any other country to live I would remain an Aussie. As long as I behaved within the law I would expect to be treated equally under the law.
In fact history will show that first generation immigrants retain their birth country identity although their offspring tend to become assimilated, mainly through school and friends. If they don't go to Aussie schools they probably won't be highly assimilated.
It's also absurd to expect immigrants or refugees to learn English. They have every right to hold onto their native tongue and continue to love their mother land above Australia.
That's called freedom - something a few Aussies and Yanks think the diggers and GIs died for (whereas they really just got caught up in war fever and weren't fighting for anything but that's another story).
But if they break the law, or induce others to break the law, they should expect the full fair force of the law to be brought upon them.
