I am wondering if the raising is for day to day expenses, as they are just out of cash. After the last CR Peace, i think i recall you saying a lot of the funds were being spent on upgrading the facilities? Maybe that is where the previous cash has gone hence the high cash burn- surely they cannot keep burning 2-3 million a quarter if they have completed the current round of upgrades. This CR should only be 5-6 million one would think so if the cash burn is sustained and no big deal arrives well be back here in another 6 months.
