I don't think Microsoft really tried hard enough. I know of companies who wanted to buy the original software and really had to work hard to do so. They've made noises in the past about taking action against the bigger companies using pirated software, but nothing ever came of it.
What is the true value of their software anyway? Maybe the $1 is about right and Microsoft have been ripping off everyone else. Legitimate software often retails for very different prices in different countries and pricing seems to be based more on ability to pay than anything else.
