regarding your comment regarding changing the direction of traffic flow, they also do the same thing regarding street parking.

I hired a scooter in phuket and rode into Patong, one side of the street was packed with parked scooters and the other side had very few so I parked on that side of the street next to a scooter with a heavy chain and padlock wrapped around it.

Fortuantely a couple of guys standing outside a shop came up and told me there was no parking on that side of the street and the scooter that had the chain on it had been chained up by the police/parking cops and the person would have to pay a fine to get the chain removed.

These guys then informed me that the side of the street you can park on changes often with no warning or pattern.
