Love this forum. Many excellent posts and unfortunatelly a few dopes. One point I would make is that the financing of the first plant is well under way and MHM would not have gotten this far and then said "How do we finance this now"
Also,Government and state incentives and tax breakes would NOT have been given if financing and build certainty was not guaranteed. We don't know the details of financing because due process is still under way and confidentiality is mandatory. I believe financing is settled and the only uncertainty is build timing and when more contracts are signed.
