Not really any need. The winds were not that strong and the eye crossed well to the south. Those obs you linked to FB show a peak of 1.5 inches per hour at the Surigao City airport - about 20km north. But they should be able to cope with that at Siana.
So on damage - I doubt it. Some minor delay as a consequence, perhaps, but then RED holders would be used to that.
