I agree Chuk,
I am more inclined to think it is a formal process for all the stakeholders to come together and tell Kentor that they agree for the mine to go ahead.
It's not like each individual group or person in the village would tell Kentor themselves.
The Kurultai will provide a formal avenue from which KGL can be advised of the villages decision (i.e. on behalf of everyone)
