The problem arises when there are two (or more) significant cultural/racial groups that compete with each other. The key to multiculturalism is one dominent cultural/racial group with a spattering of other groups that a largely integrated with the dominent group but retain some differences. The minor groups do not shut themselves off from the mainstream by retaining all their ancestural culture- whatever that may be - they abandon 80/90% of it.
In the list of failures above all examples contain more than one significant cultural/racial group.
