You might be right about equal cultures often clashing. It does seem to have a much higher propensity to work when a dominant culture puts a multicultural framework in place and manages it. Malaysia is actually one of these cases and whatever you say about Dr M, he has not fostered racial tension and has presided over a society where a balance exists between the races. The Malays are advantaged in access to education and scholarships, share floats, etc but that is mainly to create equality with the Indians and Chinese who are very adept at competing. Mahathir has shown impatience lately that the Malays have not taken more gains from their welfare benefits.
