Put aside all that has been said and written about the Cougar debacle. To me the simple fact is that the casings in the drill hole cracked, and this gave DERM the excuse it was looking for the stomp on Cougar, which was a politically popular decision. If I were the judge presiding into the Qld. Gov. Vs. Cougar affair, I would ask the simple question of Cougar, "What have you done to ensure this never happens again". If I was then given a satisfactory answer acceptable to a scientific panel outside the influence of the Qld. Gov., I would give Cougar the go ahead to re-commence operations at Kingaroy. If no acceptable answer were forthcoming, Cougar would stay grounded until one was forthcoming, forever if necessary.
My simple question now is, what has Cougar done to ensure the integrity of it's casing design, and that this will never happen again?
