cap close to $3 b & near $1b in cash?

With a market cap of just over $3 billion and close to $1 billion in cash , no debt ,why is a minor $7-$8 million and possibly retrieved by insurance causing such fear where prospects for OZL copper /gold /uranium look so good ,
The market is thriving on fear to the detrement of the fearfull, be bullish when there is fear and take profits when there is blue sky , could be a very good buying opportunity , return of capital again? buy back? could do that again,
