If the appeal is thrown out, the mine will go ahead 100%.
If the appeal is successful, then its not a complete project breaker, but there will be delays as the requirements are addressed. The impact of any additional measures will of course need to be checked to ensure the project is still viable. Given that the council has withdrawn their appeal, it appears obvious to me that the company has been very stringent with their enviromental processes and therefore additional measures, if any, should be minor.
