One comment regarding the difference between the "POL' and "in production".
In their last announcement LYC made the point that the POL is in actual fact a "temporary license" which allows LYC to scale up the plant to full capacity and sell the oxides so produced. In other words there is no need for an additional license to be issued for LYC to be "in production". Once the POL/TL is issued, it's all systems go for LYC to scale up as quickly a possible and begin fulfilling already signed contracts...
