Interesting question about the port allocation.

As I recall in 2008, BRM did not buy the allocation. It was simply allocated by the Port Headland Harbour Authority on the basis that BRM would be using it at some point.

I don't know what the status of the contract is, but it is not inconceivable that WN may have the allocation taken away from them if they do not intend to use it themselves.
