One of the reasons for suspicion and conspiracy theories like this one is the extent to which Bush and the neocon cabal exploited the tragedy. Condoleeza Rice described it as the greatest opportunity since WW2 for the US to advance its strategic interests. An illegal war, violations of the GC and basic legal and humanitarian rights - the US isn't exactly the light on the hill these days.
