I just love your naive comment that "They would have the job if they were better!" Nothing could be further from the truth. Real life does not work like that. We all know that most jobs are gained through contacts, not ability. In fact, many places of employment don't hire the best because smart people tend to takeover after a while as their ability shines through, and threatens those less able that have been their a longer time.
They just got their mates in, and many of them went through little or no process.
