Listen to the interview and read the announcement, the major will get a percentage of the project. Previous comments suggest 40%. For this they will pay a promote i.e. The 40% of the project will cost them money and is valued at more than the current market cap.
The major would then have to fund the cap ex for the minority and help GUN obtain financing for their portion of the cap ex and working capital.
