I think the only way DYL would be T/O around the .30cent mark, is if it was a friendly T/O by PDN who holds 20%.
If it was a hostile T/O, rumours(leak) would push SP above .30cents before an offer, IMO more like 60 to 70cent offer, and that would be if an offer come this week, who know where DYL shareprice will be in a few months time with so much good news and DYL potential.
